What are the recent marriage immgration laws?

I look for the laws about marrying someone with just a work permit and some other paper. The person told me that if we were to get marry he would have to go to El Salvador for ten years. If he waits till his brother is 21 years old he get the U.S. resident that way. I just really do not understand if someone can explain to me that would great.
