Is this ID fraud and illegal?

Ok so my friend and a heated argument with a someone, and to retaliate he went and signed them up for a load of free consultations for debt advice, chiropractics and loan advice these were all just boxes you just fill out, the details he gave was there phone number and email. Surely companies share these details all the time right? So, is this this ID fraud and illegal? In my opinion I ume it's a whole grey area.
